Toast on the occasion of the National Day of the People's Republic of China, delivered by Ambassador Selby Pillay, 26th September 2018

Ladies and Gentlemen,

Good evening

I am honoured to join Counsellor Guo, his staff, the Chinese Community in Seychelles, on this auspicious occasion of the 69th anniversary of the Founding of the People's Republic of China.

I would like to thank Counsellor Guo and members of his staff for the warm welcome and the hospitality extended to us this evening.

At the outset, I also wish to convey a message of congratulation from President Danny Faure, the Government and People of Seychelles, to H.E President Xi Jinping, and the Government and People of China on this special occasion.


Ladies and Gentlemen,

This year has indeed been especially eventful for the relationship between the People’s Republic of China and Africa. Early this month, China successful hosted the Forum on China-Africa Cooperation Summit culminating in the gathering of numerous African leaders in Beijing, including President Danny Faure.

The Beijing Declaration – “Towards an Even Stronger China-Africa Community with a Shared Future”, and the FOCAC Beijing Action Plan (2019-2021), together with the renewed 60 billion USD of financing for Africa, emphasized the strong commitment of China to the development of Africa. It will also support Africa in achieving the targets under the African Union Agenda 2063 and the United Nations Agenda 2030.

We are further encouraged by the 8 major initiatives announced by His Excellency, President Xi Jinping and the One Belt One Road Initiative that will play a crucial role in elevating the existing bilateral ties between African countries and China to the next level.

Tonight, I can attest that the Forum on China-Africa Cooperation has become an essential platform contributing to Africa’s social and economic advancement.


Ladies and Gentlemen,

The China –Seychelles relationship is one that is based on friendship, trust and very close collaboration in various areas such as health, housing, education, infrastructure development, training and capacity building. Today, we are proud that the Sino-Seychelles relationship has brought huge benefits to the people of Seychelles. We consider China to be an important and privileged partner of Seychelles.

We place on record our appreciation to the Chinese Government for all forms of assistance provided to Seychelles over the years.

This year, once again Seychelles will welcome a new batch of young Chinese volunteers. We are grateful for the contribution made by the outgoing batch of Chinese Volunteers, and for their assistance in such sectors as health, public utilities, culture and sports.

This year, we will also welcome a new cohort of medical specialists from China. Our people will thus continue to benefit from specialized care in various fields, such as acupuncture, cardiology and radiography.

Today China is host to 44 young Seychellois nationals who are studying in various universities across the country.

We are grateful for the support to Seychelles for the construction of the SBC House project and the Corgat Estate Housing project. Once completed, the Corgat Estate Housing project will mean that 32 Seychellois families will become new house owners.

The recent Agreement on Economic and Technical Cooperation signed by our two countries - which will provide 50 Million RMB to Seychelles, further demonstrates the importance that China attaches to the further socio-economic development of Seychelles.


Ladies and Gentleman,

This year, China has welcomed a number of high level delegations from Seychelles, notably President Danny Faure for the FOCAC Summit in Beijing, and Vice-President and Minister of Foreign Affairs, Mr. Vincent Meriton who participated in the 5th China-Africa People’s Forum in Chengdu in July.

On our side, we have welcomed His Excellency Minister Song Tao, Minister of the Internal Department of the CPC in July. We are looking forward to welcoming the high-level delegation headed by His Excellency Liu Qibao, Vice-Chairperson of the 13th Chinese People’s Political Consultative Conference in October 2018.

It would be remiss of me not to once again express our gratitude to Her Excellency Mrs Yu Jinsong, the former Ambassador of the People’s Republic of China to Seychelles for all the support in elevating the relationship between Seychelles and China during her tenure as Resident Ambassador in Seychelles, from December 2016 to 11th September 2018.

We look forward to welcoming the new Chinese Ambassador to Seychelles.
